According to Larry Dinnean (formerly curator of University Art Museum, now curator at Bancroft Library November 1976), this was painted ca. 1870-80, probably in Paris or Munich.
Black and gold-painted wood and plaster frame with arch at top. Pastiche of Flemish and Italian schools. Meant to imitate much earlier painting style. The medium (oil rather than tempera), the even crackature and the mixture of styles indicates a late copy.
