Per Ron Johnson and Colleen Kelly Marks in "Quillwork in Native American Baskets from Northwest California" pg. 96-97 these hairbands, also known as halos, were worn by girls on the last day of the Jump Dance. This halo and 1-1488 are probably the earliest documented porcupine halos.
